The Telegraph reports

Universities should be free to charge more than £20,000-a-year in tuition fees amid renewed fears over a “brain drain” to the United States, ministers have been warned.

Sooooo .. .. .. quadrupling the student fees, massively increasing the debt that students find themselves in after graduating, that will stop people going to countries that offer the largest wages to skilled workers? I'm not convinced.
