The Telegraph reports that shoppers in Wales are to be taxed up to 15p per disposable plastic carrier bag they use under plans announced by the Welsh Assembly on Tuesday. Shops will be responsible for collecting cash and spending it on green campaigns. The scheme is due to begin in 2011.

Hmmmmmm. Legislate a new stealth tax, force business to collect it (thus distancing yourselves from it), then force those businesses to spend the money on 'green campaigns'.
