concern over private police

The growing number of private security companies policing UK streets is a worrying development, senior police figures say.
Too bloody right it is! If the proper police were able to make people feel safe and secure .. ..
The Police Federation of England and Wales said there is "huge concern" over their powers and accountability.
as there are over the options available to PCSOs .. ..
Former Metropolitan Police Commissioner Sir Ian Blair has also said there should be no role for the private sector in Britain's law enforcement.
None at all Sir Ian? Not even the ACPO (who, bizarrely, aren't asked for a quote to back up this story)?

If it is such a concern to the Police why have they trained local private security staff to use handcuffs and " authorised " them to do so ?
