How can you distinguish between a learner driver parking their car, and a learner driver being taught how to park their car? If learners aren't allowed to practice how to park in a car park how will they pass their driving test if they take it in a centre that includes that as part of the test?

Got me bang to rights on this one. I've given a few informal driving lessons in deserted outdoor council car parks, Sunday early a.m. in winter is best. The noddyland road layouts really are ideal and usually no-one around to knock over.
Bit of Public Service really and they are OUR bloody car parks anyway.
