single mumps vaccine production ends

According to the Telegraph Merck, the manufacturer of Mumpsvax, has ceased production and has switched it's capacity to the MMR jab instead in the face of falling demand. The report ends with a quote from a Department of Health spokesman who says
"Merck decided to stop producing single vaccines. This is a decision that they took and over which we had no influence."
Why would anyone think that the DoH would have been involved in any way with this decision? *stares into distance*

Similar story with the anti- glaucoma drug Pilacarpin which became more and more difficult even for pharmacists to obtain.
Seems that since it is now, probably, out of patent it is not worth anyones while to produce it, allegedly.
Except for Barts, who make their own.
