Could someone please explain to this snow that it cannot fall on the underside of things due to the effects of gravity? Thank you.

Is it not attached to a very large snow elephabt just behind the fence?
If the bar is attached to a building it might have some heat transfer. The cold on the outside maintains the snow but the slight heat from the bar might be enough to loosen the grip and it slips down.
I respectfully wait for the "smart arse" name calling.
